Deputy Director, Open Data Charter
- Salary £40,000 – £50,0000 per annum depending on experience plus 7% employer pension contribution
- 1-year contract, with potential for extension

The Open Data Charter is looking for an experienced and action-oriented leader to oversee our programmes, based in our London office. This year the Charter will lead a thought-provoking initiative to show that if data is opened up in the right way, it can help solve pressing problems faced by governments. We will do this by updating the Open Data Charter Principles and piloting a demonstration project to showcase how these global norms can be implemented in practice. We are seeking a Deputy Director to join us in stewarding this initiative.

The Open Data Charter was founded in 2015 as a collaboration between governments and experts who came together and agreed six global principles for how to publish information. The shared aspiration was that data should be open by default, timely and interoperable. More than 90 governments and organisations have joined the movement – from the UK, Argentina and Ukraine, to the Web Foundation, Open Knowledge International and the Open Data Institute. Our goal is to embed the culture and practice of openness in governments in ways that are resilient to change and addressing policy challenges.
The Deputy Director will support the delivery of the Charter’s strategy. You will be carrying out research, managing projects, overseeing consultants and working with governments and the leading organisations in the field.
Delivering our strategy
- Support the development of plans to deliver projects in collaboration with the Charter network, including by leveraging the Charter working groups.
- Managing the process to update the Open Data Charter Principles and helping to lead a demonstration of this approach through the development and piloting of thematic field guides in collaboration with local partners.
- Represent the Charter at the highest levels with government officials, the media and civil society, including developing relationships with key partners.
- Develop ways of communicating the progress and lessons learnt from the delivery of Charter programmes.
Supporting our network
- Maintain and cultivate excellent internal and external relationships.
- Contribute to the organisation’s communication channels, including the website and social media platforms.
- Oversee the process by which governments and organisations join the Charter network.
Building organisational capacity
- Help the management and financial sustainability of the Charter, including by identifying funding opportunities, supporting financial reporting, tracking grant delivery and supporting our Advisory Board.
- Oversee the work of consultants and coordinate the production of reports, ensuring lessons are integrated into the Charter’s work.
- Keep track of budgets, timelines, impact and deliverables.
You must have the skills, knowledge and experience that will enable you to:
- Design and implement programmes related to open data, transparency, public governance, international development and/or civic innovation.
- Quickly and eagerly get up to speed on a variety of different subjects, including open data.
- Work to influence government officials and network partners, while maintaining a global perspective.
- Produce well grounded, concise and articulate research.
- Communicate technical issues in a clear and compelling way.
- Manage your time to contribute to a range of projects across different parts of the team and adapt to changing priorities.
- Work well in a team environment, including showing calm and good judgement during periods of pressure.
- Bring a hands-on, entrepreneurial approach and willingness to take on new challenges.
You must have the right to work in the UK. Due to the international nature of our work, this position may involve some travel.
