Case Study: Open Government Data in Rio de Janeiro City

This case study of Rio de Janeiro (Brazil) will examine the challenges for local public sector organization in terms of agenda setting, formulation of public policy, implementation and evaluation channels/models. It is designed around six sections related to:

  1. Emergence;
  2. Policy Design;
  3. Supply and Information Resources;
  4. Users;
  5. Impacts; and,
  6. Final Considerations.

In the creation of this case study, we undertook structured visits to the open data portals of the city, carried out interviews with staff, managers and users of open data and conducted surveys of hackathon participants of Rio de Janeiro. It is important to highlight that Rio de Janeiro has more than one open data portal, each with different objectives and datasets. This report looks at a variety of open data efforts in the city. One of the authors has also been working inside the municipality over part of the period of this research, and so findings are complemented with participant observations where relevant. This data collection was carried out between June and October 2013.

The Africa Data Revolution Report 2016: Highlighting developments in African data ecosystems

The overall objective of the Report is to provide a comprehensive review of data ecosystem in the perspective of emerging data revolution. Based on this review, the Report also aims to identify common problems challenging countries and propose action plans applicable in the regional context, hence ultimately to support data stakeholders in Africa in meeting new data demand from SDG and Agenda 2063.

Specifically, the Report seeks to:

  • Capture the current situation of data ecosystem […] in Africa based on the in-depth country assessments. This review will serve as baseline against which progress of data revolution could be monitored in subsequent publications;
  • Identify data communities in the selected countries for country assessment and areas for existing/potential cooperation; deliberate on the ways how to gear the data ecosystem components to create a more conducive environment for the partnership;
  • Analyze the new SDG data needs and new data sources to identify the data gaps;
  • Share good practices of data revolution and take stock of innovations, and
  • Promote the coordination role of National Statistical Offices in the data ecosystem

 

Embedding Open Data Practice: Developing Indicators on the Institutionalisation of Open Data Practice in Two African Governments

With its focus on developing country contexts, the research of the Emerging Impacts of Open Data in Developing Countries, combined with the research proposed by this study, offers the opportunity to contribute to our theoretical understanding of change processes in institutions. In particular, insight can be gained as to the socio-technical conditions under which open data initiatives in public agencies are more or less likely to succeed in the institutional domains under examination.

Community Mapping Factsheet

The Community Mapping Factsheet is a glimpse into the OpenDRI efforts to include people who are exposed to hazards in the data creation process. This information can keep data up to date and locally relevant, enhancing the accuracy of risk assessments. Efforts to map the Kathmandu Valley in Nepal, in partnership with the Humanitarian OpenStreetMap Team, have proved useful in light of the 2015 earthquakes.

Community Mapping for Disaster Risk Reduction and Management

Harnessing Local Knowledge to Build Resilience in the Philippines

In May 2013, the World Bank, the Department of Interior and Local Government, and the Institute of Environmental Science for Social Change launched a project on Community Mapping and LGU Decision Support Tools for Disaster Risk Reduction and Management in the Philippines.

Through ESSC, the project provided training and capacity building using OSM and InaSAFE including development of learning materials, assistance in monitoring data edits and online forum support. The Provincial Government of Pampanga and the municipalities of Candaba, Lubao and Guagua actively participated in the series of workshops and consultation meetings, shared their time and resources especially in data collection, collaborative editing, impact analysis and contingency planning. Technical assistance was also extended by DILG and Project NOAH.
